Many neighborhoods in District 25 are forming Block Watches. The Block Watch Program is an active partnership between the Louisville Metro Police Department (LMPD) and area residents to increase community awareness and crime prevention. The Neighborhood Watch Program is a vital network that provides each resident with the knowledge and resources to fight crime. In an effort to strengthen Block Watches, I will be sharing reported crimes that have occurred in the Third Division which protects District 25. In addition, crime prevention tips will accompany the crime trends in an effort to fight crime.

Auto Theft Prevention Tips
1. Lock your car doors and close your windows.

2. Don’t leave valuables in your car. If you do, make sure they are kept out of plain sight — hide them under a blanket, or better yet, lock them in your trunk.

3. When transporting valuables, place them in the trunk before you get to the location where you intend to park. Don’t transfer them at the parking place in open view of other people.

4. If you have a garage, use it.

5. Don’t leave your garage door opener on the dashboard or front seat. Put it in your glove box, hide it or take it with you.

6. Always park in a well-lighted area.

7. Use slide or portable mounts on add-on radios, citizens’ band radios (CBs), tape decks and telephones. When you leave your car, put them in the trunk or take them with you.

8. Mark radios, CBs, tape decks, telephones, batteries, wheel covers and tires with an Operation Identification number. If the stolen item is found later, the number can be traced back to you. To enroll in Operation ID, contact Community Crime Prevention/SAFE at 673-3204.

9. Remember: briefcases, sunglasses, clothing, keys, gyms bags and small change are all tempting to a thief.

10. Leave only the ignition key with the parking attendant in a commercial parking lot.

11. Keep your driver’s license and vehicle registration with you. Left with the car, the documents can be used by a thief to impersonate you when transferring the car’s ownership.

12. Car keys left at home (or at your business) should always be hidden. This will help prevent the theft of your vehicle if you are burglarized.

13. There are locks made for various marketable parts of cars. Battery locks, wheel locks and special tape deck lock mounts can save these items plus any damage that may occur in the process of stealing them.

14. Install a locking gas tank cap to help prevent gasoline theft and limit a thief’s driving range to one tank.

15. Park the front wheel turned sharply to the right or left, making it difficult for the professional thief to tow your car away backwards.

16. With front wheel drive cars: When you park, pull on the emergency brake and place your vehicle in Park. If you have a stick shift, pull on the emergency brake and shift into forward or reverse gear. All four wheels will be locked, making it difficult for a thief to tow your car.

17. Call 911 as soon as theft occurs.

ROADSHOW for the week beginning April 12, 2010

Pothole patching, sweeping, drain & ditch cleaning, pavement marking, and maintenance crews may work on major interstates in the Louisville Metro area only during non-peak daytime hours and at night. Motorists should watch for roadside maintenance and pavement marking crews on interstates and highways throughout the rest of the district on a daily basis.

Jefferson County:
Interstate 264: Lane closures and delays expected in both directions between Preston Highway and Interstate 64 (mile points12.4 and 18.7) due to concrete pavement repairs. The roadway may be reduced to three lanes weeknights Monday – Friday from 8:00 p.m. and 10:00 p.m. After 10:00 p.m., the roadway may be reduced to two lanes until 6:00 a.m. the following morning. On weekends, lane closures are possible from 8:00 p.m. on Friday until 6:00 a.m. on Monday. The speed limit will be reduced to 45 MPH in the construction zone and double fines will be enforced. Construction is scheduled for completion in May 2010.

Interstate 264/Interstate 64 interchange: Shoulder closures and delays possible at the ramp to westbound I-64 approaching the Sherman Minton Bridge (mile point 0.1) due to ramp replacement. Motorists must follow the signed detour via eastbound I-264 and exit at Bank Street where they can access westbound I-264 and then rejoin eastbound I-64.

Interstate 64: Lane closures and delays possible between I-265 and the Jefferson/Shelby County line (mile points 18.8 and 23.9) due to roadway widening. The speed limit is reduced to 55 MPH in the construction zone and this is a double fine work zone. Construction is scheduled for completion in the fall of 2010. As part of this project, Clark Station Road is closed at the I-64 overpass. The road is closed until November for removal and replacement of the bridge. Motorists should follow the signed detour via US 60 to Conner Station Road (in Shelby County) to KY 148.

Interstate 264: Shoulder closures possible between US 60 and US 42 (mile points 19.8 and 22.2) due to construction of an interchange at Westport Road. Watch for construction vehicles entering and exiting the roadway. The speed limit is reduced to 45 MPH in the construction zone. Lane closures and delays are also possible on Westport Road between Hubbards Lane and I-264 (mile points 0.9 and 1.9). Speed limit on Westport Road has been reduced to 25 MPH in the construction zone. Construction is scheduled for completion in the spring of 2010.

US 60A (Eastern Parkway): Roadway is closed between Hahn Street and the entrance to the J. B. Speed School of Engineering (mile point 3.8 to 3.7). This closure will allow for extensive repairs to the bridge over the CSX Railroad. Motorists should follow the signed detour via Crittenden Drive, Central Avenue and Third Street (KY 1020).

KY 1703 (Newburg Road): Roadway is reduced to one lane in each direction at Produce Lane (mile point 0.99) due to bridge repairs.

KY 1065 (Fegenbush Lane): Construction delays and lane closures possible at intersection with KY 864 (Beulah Church Road), mile point 10.0, due to construction of a right turn lane. Construction scheduled for completion in May 2010.

Bullitt County:
KY 1494 (Beech Grove Road): Roadway is closed at the bridge over Long Lick Creek (mile point 5.5) due to bridge replacement. Motorists should detour the area via KY 61.

Insurance Scams – Scam artists are taking advantage of consumers’ confusion over the new government health care reform law. Scam artists are going door-to-door, telling consumers there’s a limited open enrollment period to buy health insurance now, and they are selling the consumer fake insurance. Other scam artists are setting up toll-free lines.

Trustnet Financial Company is sending letters to local consumers stating they’ve won a “Consumer Promotion Draw.” The company, which claims to have a Louisville address, sends a check that the “lucky winner” is supposed to deposit, then wire part of the money back to the company for taxes in order to claim the prize. The “winner” never receives the prize and is out the “tax money.”

Exclusive Media Services – has an “F” rating with the BBB. Consumers say the company, which also does business as National Publishers, is claiming membership or affiliation with the BBB. They say the company is also using the names of Publishers Clearing House and other sweepstakes companies. The company is not affiliated with the BBB. Consumers say they receive calls from the company informing them they’ve won sweepstakes for cash prizes or items, but that they must purchase magazine subscriptions to win.

Internet Auto Sales Scam – Be careful when shopping online for a vehicle! Be sure you are buying from a company that you can trust. Consumers report a scam that is erupting, that is misusing company names like Spirit Motor Car, Kiki Motors, and Extreme Motorcars. The scam artist asks the buyer to send a deposit for the vehicle via Moneygram, usually for $2,000 – $3,000 and the car will be delivered in 5 days. The buyer is out the money and never receives the car.

Air Passenger Rights – New rules go into effect later this month to protect air travelers. Among the new rules: Airlines will be required to acknowledge customer complaints within 30 days and address the issue within 60 days. Also, airlines can be penalized for any domestic flight that is more than 30 minutes late on at least half its trips each month for four months in a row. For more information on the new rules, go to www.regulations.gov.

2010 Census – If you didn’t fill out your census form, you will soon be contacted by a census worker. BBB wants to remind consumers that census workers will never ask for donations, bank account, Social Security, or credit card numbers. The Census Bureau may contact you by mail or phone, but will never send an unsolicited email requesting personal information.

Facebook Scam – Facebook users are being targeted in another scam. An email, that appears to be from Facebook, says that the user’s FB password has been reset and the user should download an attachment that contains the new password. The attachment is actually a Trojan horse program, which infects a computer without any visible signs. It can steal passwords from your computer.

iPad Scams – Scam artists are taking advantage of the popularity of the new iPad by sending out spam emails requesting product testers for the iPad. The victims are told they can keep the iPad at the end of the test. The scam artists are after personal information. Other iPad scams involve ads on social networking sites. BBB recommends consumers who want to buy an iPad shop through an authorized dealer or directly with Apple.

Look out for Irish Travelers! These would-be construction workers, who take thousands of dollars from victims who pay them up front for painting, paving, roofing, or other small construction jobs are on the move. BBB recommends consumers not to deal with these types of solicitors, who often have out-of-town license plates and unmarked vehicles.

Managing Credit – Made Simpler – BBB has partnered with Capital One to create a unique set of free resources to help consumers learn how to effectively manage credit. The program provides tailored advice for different types of credit cardholders – including young adults who are new to credit and consumers who may be looking to pay down high balances.

The Louisville Metro Community Action Partnership (LMCAP) is currently accepting applications for sites to participate in the Summer Food Service Program for Children (formerly known as the Summer Lunch Program).  This program, funded by the U.S. Department of Agriculture and the Division of School and Community Nutrition with the Kentucky Department of Education, provides free, nutritious meals for children one (1) to 18 years of age in Jefferson County during the summer when school is not in session.

Any non-profit, community-based organization, church, neighborhood council or other organization interested in participating as a Summer Food Service Program site can receive an application on-line at www.louisvilleky.gov/cap or at the following LMCAP offices between 8:00 am – 5:00 pm each weekday:

Managing Credit – Made Simpler offers tailored advice and easy-to-follow tips online for free

bbb.bmpApril is Financial Literacy Month and Better Business Bureau and Capital One Financial Corp. have partnered to create a unique set of free resources to help consumers learn how to effectively manage credit.  Recognizing that not every credit cardholder is the same, the new “Managing Credit – Made Simpler (www.bbb.org/credit-management/) provides tailored advice for different types of credit cardholders – including young adults who are new to credit and consumers who may be looking to pay down high balances.

“Faced with the realities of the economic downturn, millions of Americans have been taking a second look at their finances, including examining their spending habits and how they are using credit,” said Stephen A. Cox, President and CEO, Council of Better Business Bureaus. “Regularly examining your finances including how and why you use credit is important. BBB’s Managing Credit – Made Simpler provides easy-to-follow tips, checklists, and advice that can help consumers better understand and successfully manage their credit.”

“Used wisely, credit can be an invaluable tool,” said Shelley Solheim, Director of Financial Education, Capital One.  “Armed with basic information about credit, including understanding of the agreements they are entering into and knowing what’s expected of individual cardholders, consumers can make better choices about how they’re using their cards. Our goal is to help consumers establish good credit habits and empower them to take control of their personal finances.”

Most credit card users understand the need to manage credit effectively, however there is no “One Size Fits All” answer about how to do it. The needs and perspectives of credit users differ based on their level of experience with credit and how they use it.  Managing Credit – Made Simpler provides targeted advice for:

  • Consumers interested in securing their first credit card or managing a personal credit line for the first time
  • Cardholders who recognize they need long-term guidance on managing their credit efficiently.
  • Cardholders who face mounting bills and need advice on how to pay down high balances efficiently.

BBB and Capital One created Managing Credit – Made Simpler to give customized credit management guidance to different types of credit users, based on their specific needs and perspectives. postheadericon I-265 Pavement Repairs

The Department of Highways District 5 Office advises motorists to be aware of impending construction on Interstate 265 (Gene Snyder Freeway) in both directions between the Seatonville Road overpass and Taylorsville Road (mile points 18.8 and 23.3).  Work is scheduled to begin on Friday evening, April 9th to perform concrete repairs and diamond grinding on this section of roadway.

The roadway may be reduced to one lane weeknights Monday – Thursday from 7:00 p.m. until 6:00 a.m. the following morning. On weekends, lane closures are possible from 7:00 p.m. on Friday until 6:00 a.m. on Monday.  The speed limit in the work zone will be reduced to 55 MPH.

Faulkner Construction was awarded the contract for this project in the amount of $3.49 million.  Construction is being funded through the American Reinvestment and Recovery Act (ARRA).  The work is scheduled for completion by October 1, 2010.

The Department of Highways District 5 Office announces the temporary closure of KY 1230 (Cane Run Road) at two railroad crossings to allow for track repairs.  The first closure will be between Intermodal Drive and Port Road from 7:00 a.m. on April 7th until 5:00 p.m. on April 8th.

The second closure will be between Winstead Drive and Global Drive from 7:00 a.m. on April 12th until 5:00 p.m. on April 13th.  Signed detours will be posted for both closures.
