State Road Work (Starts 10/4/10)
Pothole patching, sweeping, drain & ditch cleaning, pavement marking, and maintenance crews may work on major interstates in the Louisville Metro area only during non-peak daytime hours and at night. Motorists should watch for roadside maintenance and pavement marking crews on interstates and highways throughout the rest of the district on a daily basis.
Jefferson County:
Interstate 264: Lane closures and delays possible at Bardstown Road (mile point 15.6) and Taylorsville Road (mile point 16.9) due to bridge painting. Lane closures are scheduled in the evenings from 8:00 p.m. until 6:00 a.m. the following morning and on weekends from 8:00 p.m. on Friday until 6:00 a.m. on Monday.
Southbound Interstate 71: The right lane will closed at the US 42 overpass (mile point 6.1) due to bridge deck repairs. This lane closure is scheduled for Tuesday, October 5th from 6:30 p.m. until midnight.
Westbound Interstate 64: Lane closures and delays possible between Hurstbourne Parkway and I-264 (mile points 15.0 and 12.2) due construction of auxillary lane. Roadway will be reduced to one lane October 6th – 8th from 7:00 p.m. each evening until 6:00 a.m. the following morning. The speed limit will be reduced to 45 MPH in the work zone.
Interstate 265: Lane closures and delays possible between the Seatonville Road overpass and Taylorsville Road (mile points 18.8 and 23.3). The roadway may be reduced to one lane weeknights Monday – Thursday from 7:00 p.m. until 6:00 a.m. the following morning. On weekends, lane closures are possible from 7:00 p.m. on Friday until 6:00 a.m. on Monday. The speed limit in the work zone will be reduced to 55 MPH.
Interstate 64: Construction delays possible between I-265 and the Jefferson/Shelby County line (mile points 18.8 and 23.9) due to roadway widening. Westbound I-64 traffic lanes are split with permanent barrier wall between the two travel lanes. All traffic exiting westbound I-64 to I-265 must be in the right lane at the beginning of the lane split. Motorists should be aware that the shoulders are limited and narrow at the bridge crossings. Lanes will be restricted to 12 feet in width. The speed limit is reduced to 55 MPH in the construction zone and this is a double fine work zone. Construction is scheduled for completion in the fall of 2010.
KY 1531 (Eastwood-Fisherville Road): Roadway is closed under I-64 (mile point 8.1) as part of the interstate widening project. The road will remain closed through Friday, October 8th. Motorists should follow the signed detour via Gilliland Road.
US 31W (Main Street): Lane closures and delays possible between 2nd Street and 3rd Street due to roadway resurfacing. Work is scheduled for October 4th – 8th with lane closures from 7:00 p.m. each evening until 5:00 a.m. the following morning.
US 31W (West Main Street and South 22nd Street): Lane closures and delays possible between US 150 and South 6th Street (mile points 19.5 and 21.7) due to sidewalk ramp repairs. Lane closures are scheduled weekdays from 9:00 a.m. until 3:00 p.m. and 6:00 p.m. until 10:00 p.m. Lane closures are also possible on Saturdays from 8:00 a.m. until 10:00 p.m. and on Sundays from 2:00 p.m. until 10:00 p.m.
US 31 (Clark Memorial Bridge): Lane closures possible from 9:00 a.m. until 3:00 p.m. due to bridge repairs.
US 60A (Lexington Road): Lane closures and delays possible between Alta Vista Road and US 60 (mile points 8.7 and 10.5) due to sidewalk repairs. Lane closures are scheduled daily from 9:00 a.m. until 3:00 p.m.
KY 146: Lane closures and delays possible near Interstate 265 between Nelson Miller Parkway and Springs Station Road (mile points 6.9 and 7.8) due to construction of turning lanes. No lane closures are permitted weekdays from 6:00 a.m. until 9:00 a.m. and 3:00 p. m. until 6:00 p.m.
KY 148: Roadway is reduced to one lane at the Floyds Fork Bridge (mile point 0.98) due to bridge deck repairs. Motorists should watch for a temporary traffic signal that is in place. Work is scheduled to be completed at the end of October. Wide loads are restricted from using this bridge during construction.
KY 155 (Taylorsville Road): Lane closures and delays possible at the intersection with Landherr Drive (mile point 8.2) due to construction of the Blankenbaker Parkway extension.
KY 864 (Poplar Level Road): Lane closures and delays possible between Interstate 264 and Eastern Parkway (mile points 11.3 and 13.7) due to median repairs. Lane closures possible October 11-13 in the evenings from 9:00 p.m. until 6:00 a.m. the following morning.
KY 913 (Blankenbaker Parkway): Lane closures and delays possible at the intersection with Blankenbaker Access Drive (mile point 0.9) due to roadway construction.
KY 1447 (Westport Road): Lane closures and delays possible between Hubbards Lane and I-264 (mile points 0.9 and 1.9) due to roadway widening. Speed limit on Westport Road has been reduced to 25 MPH in the construction zone.

Wood Road (CS 1020): Roadway is closed at the bridge over the Middle Fork of Beargrass Creek, 0.2 miles north of Whipps Mill Road due to bridge replacement. Motorists should follow the signed detour via Lyndon Lane.

Interstate 71: Lane closures and delays possible in both directions between Interstate 264 in Jefferson County and KY 53 in Oldham County (mile points 4.9 and 21.8) for pavement inspections. Crews will be working in a mobile operation from 8:00 p.m. on Monday, September 27th until 6:00 a.m. on Tuesday, September 28th.

Resolution Opposing Tolls
The Louisville Metro Council passed a resolution last night which opposes the placement of tolls on existing bridges. I agree with the principle of the legislation. However, there is a loophole in the language that allows for such a toll. Section II of the resolution states that if it is necessary, a toll can, in fact, be placed on existing infrastructure. Such a toll could be used to fund a new downtown bridge.
Section II reads, “ Notwithstanding the Council’s belief that existing transportation
infrastructure should not be tolled to pay the cost of construction of the ORBP, it is
recognized that circumstances related to the orientation of the new downtown bridge
relative to the existing downtown Kennedy Bridge, e.g., the functional pairing of the two
bridges, could require the tolling of the existing Kennedy Bridge to provide appropriate
parity between the use of the two bridges. In that case, the Council believes any tolls
applied to the Kennedy Bridge should only be implemented when that phase is built and
then only in an amount necessary to recover the cost of the new downtown bridge, less
available federal funding.”
I am not a co-sponsor of the resolution because the language contains a loophole that will allow the use of tolls.
I did vote in favor of the resolution because it is non-binding and sends a message that the council does not support tolls.
The existing roads and bridges have already been paid for by your tax dollars. Asking motorists to pay more money just doesn’t make sense to me. As your councilman, I want to go on record and state that I will NOT support any plan that calls for tolls on existing roads or bridges.
It is important to me that you are aware that I am looking out for your best interest in this struggling economy. Louisvillians should not be required to pay the price for government mismanagement of their tax dollars.
Again, I do NOT support any plan which allows tolls to be placed on existing roads or bridges.
Temporary Ramp Closure (Gene Snyder Freeway)
The Department of Highways District 5 Office announces the temporary closure of the exit ramp from southbound Interstate 265 (Gene Snyder Freeway) to KY 155 (Taylorsville Road) at mile point 23.1. In addition, the entrance ramp from KY 155 to northbound I-265 will be closed.
Both ramps are scheduled for closure from 8:00 p.m. on Friday, September 24th until 6:00 a.m. on Monday, September 27th. Crews will be performing work as part of the concrete pavement repair project on Interstate 265.
Motorists should follow the signed detour via southbound I-265 to Billtown Road (Exit 19). Turn left at the end of the exit ramp onto Billtown Road and then access northbound I-265. Follow northbound I-265 to KY 155.

Waverly Park to be Repaved
Park Temporarily Close During Road Paving
Waverly Park will be temporarily closed from October 4 through October 15
Waverly Park located off Arnoldtown Road will be temporarily closed from October 4 to October 15 while crews resurface the road and make drainage improvements along the road side.
Waverly Park recently underwent major improvements such restoration of the lake and construction of a new walking path around the lake. Other new amenities include two new shelters: a picnic pavilion and a fishing pier. The last phase of the park’s improvements includes resurfacing the road.
“We knew the road would need to be repaved after the construction phase was complete. The one road that goes into the park is unsafe because the sides are eroding causing the pavement to crumble and form potholes. This paving project has always been part of implementing the final phases of the Master Plan,” says Councilman Hawkins.
Bennett Knox, Project Manager at Waverly Park, has posted signs at the park’s entrance notifying the public the park will be temporarily closed.

Westbound I-64 is scheduled for closure from 10:00 p.m. on Saturday, September 25th until 7:00 a.m. on Sunday, September 26th. Motorists should follow the signed detour via Cannons Lane.
Interstate 264: Lane closures and delays possible at Taylorsville Road (mile point 16.9) and Browns Lane (mile point 18.5) due to bridge painting. Lane closures are scheduled in the evenings from 8:00 p.m. until 6:00 a.m. the following morning and on weekends from 8:00 p.m. on Friday until 6:00 a.m. on Monday.

Resurfacing of Third Street Road and Valley Station Road
State to Begin Resurfacing Third Street Road and Valley Station Road This Weekend
The Kentucky Transportation Cabinet will begin resurfacing Third Street Road and Valley Station Road this Saturday, September 19. Third Street Road will be repaved from Arnoldtown Road to Valley Station Road. Valley Station Road will be paved from Third Street Road to Dixie Highway. Lane closures will only be allowed between 9:00 a.m. until 3:00 p.m. and from 6:00 p.m. until 10:00 p.m. during weekdays. Lanes may be closed all day on weekends.
Motorist are encouraged to use extra caution when traveling in the work zone.

Interstate 64: Construction delays possible between I-265 and the Jefferson/Shelby County line (mile points 18.8 and 23.9) due to roadway widening. Westbound I-64 traffic lanes are split with permanent barrier wall between the two travel lanes. All traffic exiting westbound I-64 to I-265 must be in the right lane at the beginning of the lane split. Motorists should be aware that the shoulders are limited and narrow at the bridge crossings. Lanes will be restricted to 12 feet in width. The speed limit is reduced to 55 MPH in the construction zone and this is a double fine work zone. Construction is scheduled for completion in the fall of 2010. As part of this project, Clark Station Road is closed at the I-64 overpass. The road is closed until November for removal and replacement of the bridge. Motorists should follow the signed detour via US 60 to Conner Station Road (in Shelby County) to KY 148.
Interstate 264/Interstate 64 interchange: Shoulder closures and delays possible on westbound I-264 at the ramp to westbound I-64 approaching the Sherman Minton Bridge (mile point 0.1) due to ramp replacement:
US 31W (West Main Street and South 22nd Street): Lane closures and delays possible between US 150 and South 6th Street (mile points 19.5 and 21.7) due to sidewalk ramp repairs. Lane closures are scheduled weekdays from 9:00 a.m. until 3:00 p.m. and 6:00 p.m. until 10:00 p.m. Lane closures are also possible on Saturdays from 8:00 a.m. until 10:00 p.m. and on Sundays from 2:00 p.m. until 10:00 p.m.
US 31 (Clark Memorial Bridge): Lane closures possible from 9:00 a.m. until 3:00 p.m. due to bridge repairs.
US 60A (Lexington Road): Lane closures and delays possible between Alta Vista Road and US 60 (mile points 8.7 and 10.5) due to roadway resurfacing. Lane closures are scheduled daily from 9:00 a.m. until 3:00 p.m.
KY 146: Lane closures and delays possible near Interstate 265 between Nelson Miller Parkway and Springs Station Road (mile points 6.9 and 7.8) due to construction of turning lanes. No lane closures are permitted weekdays from 6:00 a.m. until 9:00 a.m. and 3:00 p. m. until 6:00 p.m.
KY 155 (Taylorsville Road): Lane closures and delays possible at the intersection with Landherr Drive (mile point 8.2) due to construction of the Blankenbaker Parkway extension.
KY 155 (Taylorsville Road): Lane closures and delays possible between Pee Wee Reese Road and Broadmeade Road (mile points 15.6 and 16.1) due to sidewalk installation. Lane closures scheduled daily from 9:00 a.m. until 3:00 p.m.
KY 864 (Poplar Level Road): Lane closures and delays possible between Interstate 264 and Eastern Parkway (mile points 11.3 and 13.7) due to median repairs. Work will occur from 7:00 p.m. on Friday, September 10th until 6:00 a.m. September 13th.
KY 913 (Blankenbaker Parkway): Lane closures and delays possible at the intersection with Blankenbaker Access Drive (mile point 0.9) due to roadway construction.
KY 1447 (Westport Road): Lane closures and delays possible between Hubbards Lane and I-264 (mile points 0.9 and 1.9) due to roadway widening. Speed limit on Westport Road has been reduced to 25 MPH in the construction zone.
KY 1631 (Fern Valley Road): Lane closures and delays possible between Signature Drive and Industrial Boulevard due to sidewalk installation. Lane closures scheduled daily from 9:00 a.m. until 3:00 p.m.
KY 2051 (Rockford Lane): Lane closures and delays possible between Dover Road and Cane Run Road (mile points 1.4 and 1.9) due to sidewalk installation. Lane closures scheduled daily from 9:00 a.m. until 3:00 p.m.
Wood Road (CS 1020): Roadway is closed at the bridge over the Middle Fork of Beargrass Creek, 0.2 miles north of Whipps Mill Road due to bridge replacement. Motorists should follow the signed detour via Lyndon Lane.

UPDATE! Tall Grass Along 3rd Street Road
Tall Grass Along 3rd Street Road Now Scheduled to be Mowed on September 20
Due to public outcry, Public Works will mow the tall weeds along the roadside on 3rd Street Road on September 20, weather permitting. The mowing cycle has been moved up the calendar about month. The last mowing cycle of the season was scheduled sometime to be cut after October 11.
“This is still inexcusable and not soon enough. 3rd Street Road has no medians or emergency lanes so the tall grass presents a real safety issue,” says Councilman Doug Hawkins.
Toll Roads and Bridges
Recently, a resolution was filed by several members of the metro council which opposes the placement of tolls on existing roads and bridges. This sounds like a great idea and I agree with it in principle.
However, there is a loophole in the language that allows for such a toll. Section II of this same resolution states that if it is necessary, a toll can, in fact, be placed on existing infrastructure. Such a toll would be used to fund a new downtown bridge.
The existing roads and bridges have already been paid for by your tax dollars. Asking motorists to pay more money just doesn’t make sense to me. As your councilman, I want to go on record and state that I will NOT support any plan that calls for tolls on existing roads or bridges.
It is important to me that my constituents are aware that I am looking out their best interest in this struggling economy. Louisvillians should not be required to pay the price for government mismanagement of their tax dollars.
Again, I will NOT support any plan that calls for tolls on existing roads or bridges.
